To prepare chimichurri, combine first 8 ingredients in a food processor; process until smooth.
To prepare steak, rub steak with cumin, 1/2 teaspoon salt, and pepper. Preheat grill to medium-high heat and spray with cooking spray. Grill 3 minutes per side or until desired doneness. To cook in a pan: Heat 1 teaspoon oil in a large nonstick skillet over medium-high heat. Add steak to pan; cook 3 minutes on each side or until desired degree of doneness.
Remove from pan; let stand 5 minutes. Cut steak diagonally across grain into thin slices. Serve with chimichurri sauce.
